Mob Spawners
Players can mine Mob Spawners if they have Redstone Rank.
They can be placed by a player with any rank but will require Redstone Rank to break them.
Redstone Rank Players will not require Silk Touch on their pickaxe to destroy a Mob Spawner.
If a player lower than Redstone Rank tries to break a Mob Spawner it will be destroyed.
