Mob Spawners
Players can mine Mob Spawners if they have Lapis Rank.
They can be placed by a player with any rank but will require Lapis Rank to break them.
Lapis Rank Players will not require Silk Touch on their pickaxe to destroy a Mob Spawner.
If a player lower than Lapis Rank tries to break a Mob Spawner it will be destroyed.
